Francis Rooney is the U.S. Representative for Florida’s 19th Congressional District. He serves on the Committee on Education and the Workforce, Foreign Affairs and Joint Economic Committees, and is the Vice-Chairman of the Foreign Affairs Committee.
From 2005 through 2008, Ambassador Rooney served as the United States Ambassador to the Holy See, appointed by President George W. Bush, and from 2005 through 2016 served on the Advisory Board of the Administration of the Panama Canal. He served on the board of the Young Presidents’ Organization from 1991 through 1999 and as the International President in 1997-1998. Prior to election, he was a member of the board of the Rooney Center for the Study of American Democracy at the University of Notre Dame and a trustee of the Center for the Study of the Presidency and Congress. He is currently a member of The Inter-American Dialogue and The Council of American Ambassadors.
Ambassador Rooney’s first sponsored bill, H.J.Res. 67, was passed and enacted in 2017. The bill terminates a regulation that forced private sector workers into government-run IRAs managed by cities and counties. He has been a leader in the fight for the environment, the restoration of the Lake Okeechobee Watershed and the Everglades and preventing offshore drilling in the Eastern Gulf of Mexico, testifying many times about these issues. In early 2017, he led a unanimous Florida Delegation letter to President Trump seeking his support for Everglades Restoration projects and has advocated for completion of the Herbert Hoover Dike repairs as expeditiously as possible, which culminated in a commitment of over $600 million for 2019 to finish the repairs many years ahead of plan. Ambassador Rooney is a member of the Everglades Caucus, the Estuary Caucus and is planning to join the Climate Solutions Caucus this fall.
